The biggest one in my area is the ravenna arsenal lottery. This is an old national guard base probably around two thousand acres with 10ft barbed wire fence around it. Ive heard its the best hunting around cause the deer prefer to stay within the fence during the season..
How do you apply for the arsenal? I have had family hunt there and was just wondering? The only thing I can find is hunt with a hero and that's go disabled hunters.

I have heard rumors though that they place you in a 5acre box that your not allowed to leave and sometimes these spots are picked by non hunters, so you will ether get a good or bad spot. Then you gotta fight with you neighbor about who shot what...
When I first saw the title of this thread I thought you were asking for our opinion on the best county or public land to hunt, not the best lottery hunt. In my opinion I would some research and find one of the large chunks of public land in a county where a lot of trophy bucks are tagged, scout it like heck, find some good spots, and hunt there rather than relying on one of the lottery hunts and all the screwed up rules and regulations attached to it. That is if you don't have access to private land which would be my first choice always.
