well I have never just targeted foxes
But I have had lots of older friends that did for yrs and yrs in the 60's to about mid 80';s
and they had the best luck with hunting them with dogs
But not sure thats an option for many guys, they had highly trained dogs just for doing that and really loved the hunts that way

Now I have lots of red foxes where I deer hunt
and there always most active after dark, and then again about mid morning
and are always after squirrels and turkeys here
I have managed to call in many over the yrs looking for coyotes , with mouse type calls and rabbit calls
but always had the best luck when using a decoy
I truely think they like to see something before they come into just a sound
I used to use stuffed animals and then some feathers on some fishing string on a stick about 2 ft off the ground, so it blows about, and they always seem to scent check everything before they come out in the open
they do seem to be more wary at times than the coyotes
but I think thats because a coyote will kill them, so comng into a call there on extra high alert

during archery season, here I have them walking about all the time all hrs of the day, but again,. most times are mid morning
so I would work on them hrs and at dark, and after dark if legal
and I do think maybe fox cover scent would help too, as they do get territorial

they do seem to be easier to bait than a coyote too
they are suckers for apples here, go figure!!
    good luck!
