Looks like some old molle pack straps. We used them in the Marine Corps before they switched to the sally pack. Should be able to go to most military surplus stores and buy the pack, just have to take the straps off of it.

Looks like molle II pack straps and kidney belt. I did something like that for my summit climber last year. I was able to find the straps and kidney belt separately at online mil surplus stores.

Here are the links from that thread that link to the ebay items. The straps look to still be a valid link the kidney belt is sold out but I am sure you can find something similar.

So the implementation for you should be pretty much identical since that is an older summit viper ss I believe. I did leave a little slack in the attachment of the kidney belt so that if I was climbing a smaller tree the kidney belt had room to move out of the way and not interfere with the stand function. It has worked out well for me when I used the climber which hasn't been too much last year as I primarily used a couple of ladder stands.
